H. (Hiram) Ralph Burton (1882–1971) was a prominent American lawyer and political investigator based in Washington, D.C. A graduate of Georgetown University Law School, he served as General Counsel for several key congressional committees, including the House Military Affairs Committee (1941–1947) and the House Campaign Expenditures Committee (1948–1949).

His career was defined by high-profile investigations into:

• Federal spending and W.P.A. operations during the 1930s.
• Senate campaign expenditures as Special Investigator (1938–1939, 1940–1941).
• Communist activities and pornographic materials in the post-WWII era.

Burton was a founding life member of the National Press Club and the Alfalfa Club. He died in Washington, D.C., on August 5, 1971, at the age of 89.
